Bulgaria’s budget deficit amounted to EUR 1.5bn as of March 2026

The revenues under the consolidated fiscal programme (CFP) of the Bulgarian government totalled EUR 10.1bn as of end-March 2026. Compared to the same period of 2025, they increased by EUR 1bn (+14.8% YoY) in nominal terms. Tax proceeds amounted to EUR 8bn, while non-tax and grant and donation proceeds (mostly EU programme and fund grants) amounted to EUR 1.2bn and EUR 0.8bn, respectively. CFP expenditures, including the contribution of Bulgaria to the EU budget for March 2026, amounted to EUR 11.6bn. As a result, the CFP budget balance on a cash basis as of end-March was negative, amounting to EUR 1.5bn (1.2% of GDPe). As of 31.03.2026, the fiscal reserve amounted to EUR 5.9bn.
The Ministry of Finance also revealed the preliminary data for the April 2026 budget balance. The institution anticipates a negative CFP balance of EUR 1.75bn (1.4% of GDPe). April 2026 revenues are to total EUR 14.1bn, while expenditures (including contribution to the EU budget) to reach EUR 15.8bn.
