EC Establishes Fund to Support Bulgaria in Nuclear Facilities Decommissioning.

The members of the Bulgaria-EU working group on the closure and the decommissioning of the 440-megawatt units One through Four of the Kozlodoui N-plant agreed that by July 15, 2000 they will be ready with a generalising paper about the necessary actions and the decommissioning schedule of units One and Two by the year 2003, the State Energy and Energy Resources Agency said. According to the joint news release, the talks confirmed that the Joint Working Group has provided an adequate framework of co-operation with view of the implementation of the agreement of November 21, 1999. Under this agreement between Bulgaria and the European Commission, Kozlodoui's units One and Two will be shut off by 2003 and by 2002 will be specified deadlines for the closure of units Three and Four. The two parties said that during their last meeting they had made important steps, including the signing of an EUR 212 million Euratom loan agreement for modernisation and reconstruction of the N-plant's 1,000 megawatt units Five and Six. The Commission has presented the preparatory measures and the plan for the setting up of an international fund in support of nuclear facilities decommissioning. Through the Fund the Bulgarian Energy Agency will be able to receive grant aid from the EU and other international donors
