The energy federations of the tow largest labour organisations in Bulgaria, the Confederation of Independent Trade Unions in Bulgaria (CITUB) and the Podkrepa Labour Confederation demanded a moratorium on the sale of the Electricity Distribution Companies (EDCs). Bulgaria's national energy system was broken down into 7 EDCs. to be sold to foreign interests packed in three bundles. The trade unions presented evidence that the future foreign owners will raise the electricity user prices by at least 30 to 40 percent, thus ruining another avalanche of Bulgarian Businesses and swelling the social layer of impoverished Bulgarian households. The the EU the average user price is 10.4 euro cents per kWh. In Bulgaria at present it stands at 14.5 stotinki (approximately 7.3 euro cents) per kWh. As soon as private foreign owners take control over the national electricity distribution, the user price will be raised to at least BGN 0.22 per Kwh. Moreover, some 50% of the workforce will be laid-off, Podkrepa and CITUB leaders stated, with the almost traditional aggravation of the service quality, as experience in EDC sales in other countries showed. This is the labour's second revolt against the sale of the pieces of the Bulgarian national grid to foreign entities. In July, 2003 the two confederations signed a memorandum with the energy ministry and the Privatisation Agency to guarantee conditions that can ensure what was called social peace in Bulgaria. Some social clauses were included in the draft sales contract as a result of the labour campaign. They are to be obeyed only two years after the EDCs sales.
