Bulgaria's Parliament passed on second reading the 2004 budget of the country following the many disputes it triggered. The fiscal reserve for 2004 was set to BGN 2.5 B. The 2004 budget also foresees that the state debt by the end of 2004 will be BGN 19.9 B. Earlier in the month following furious debates Bulgaria's ruling party Simeon II National Movement (SIINM) and its junior coalition partner Movement for Rights and Freedoms agreed on the country's 2004 budget contentious issues. MRF balked at subsidy cuts for agriculture and tobacco funds and the reduction of the 2004 state subsides to the Agriculture and Tobacco funds by BGN 25 M. The concessions were estimated to cost the budget some BGN 70 M. The coalition partners, however, agreed to reduce by BGN 45 M the subsidies for maintenance of ministries and departments, by BGN 10 M the subsidies for the Bulgarian State Railways Company and Agriculture Fund and BGN 5 M more those for Tobacco Fund.
