Bulgaria's telecom regulator has decided to organize a public discussion on the functional specifications for the domestic provision of mobile number portability services. Mobile number portability was supposed to be made available to local users from January 1, 2007 but the beginning of the service was suspended by litigation and the delayed passage of the new telecoms bill.
In late August, local wireless telecom carrier Mobiltel initiated an appeal procedure for the decision of the telecom regulator to compel the nation's three mobile phone operators to sign off on the rules for mobile number portability. The carrier argued that the specifications provided by the regulator were not workable. According to data of the telecom regulator, Mobiltel has so far made EUR 5m in mobile number portability-related investments, followed by Globul with EUR 1.5m and Vivatel with EUR 1.2m.
